Sector wide funding from GoU (for all water and environment activities) has remained relatively stable at ~ 3% of the national budget over the last six years (MWE, 2017[1]). It is from this funding that DLGs receive their conditional grants for RWS; in the financial year 2016/17, these totaled UGX 52.94 billion[note 1]
(MWE, 2017[1]). Alongside this, CSOs spent UGX 21.03 billion[note 2]on water supply in the financial year 2016/17, UGX 12.29 billion[note 3]of which was spent on deep borehole construction (MWE, 2017[1]). Figure 3.1 shows the number deep boreholes constructed from financial year 2010/11–2016/17. In the financial year 2016/17, 68% of new deep boreholes were constructed under DLG projects, while 32% were constructed under CSO projects.
