A functioning water management arrangement is comprised of the following eight attributes:
- Authoritative leadership exists
- Has the capacity to make and enforce decisions, including on rules-in-use
- Collects or sources, manages, and accounts for funds
- Undertakes and secures maintenance work
- Represents all users in a way that ensures equitable access to the water supply
- Recognised as legitimate by both users and the local governance structure
- Is aware of its own role and responsibilities and the roles and responsibilities of others
- Is linked to other relevant stakeholders and institutions
